It wasn't unarmed until about 1921 when Britain started banning handguns. Before then, concealed handguns were quite common in the UK.
And the point is not what tools one carries, it's where the authority to enforce the law emanates from. Here's a clue: it doesn't emanate from government, because government authority is derived from the consent of the governed, and only from their consent, and all authority emanates from the People to begin with, including the authority to enforce the law, which authority is granted to government on a co-equal basis, it is not abdicated by the People to the government.
In short, government is the servant of the people and has only that power and authority granted to it by the people, a grant which may be revoked at the will of the people and an authority which may be exercised by the people because it is theirs to begin with.
