To add some meat to these bones, there is an internal power struggle within the current government between the hard-line religious right (including Abbott) who are strongly opposed to same-sex marriage and the moderates (including the current PM) who generally support it. All accounts suggest that there is a definite overall majority for same-sex marriage in parliament, but the conservatives wouldn't allow a conscience vote by coalition members. Political horse trading within the coalition government lead to this plebiscite (which is expected to be around two thirds in favour), and the PM is promised a free vote in parliament if the yes vote in the plebiscite comes through. If all goes well, gay people in Oz will be able to be as miserable as the straight married world by the end of the year...

Ah, I forgot about that. And Jim is right too. As conservative as Turnbull is, he also is a liberal in a way the right wing of the so called Liberal Party simply is not. That faction is continuously undermining him, the aim being to sack him and replace him with one of their own just like Turnbull's faction succeeded in sacking the previous Prime Minister (yes, that was Tony Abbott) a couple of years ago, six months before the most recent federal elections.
