Boeing were certifying their own aircraft. They also thought it was not necessary to retrain pilots regarding the new avionics and computer systems thus allowing air companies to save on training. The Max was considered the same as the any other 737!

So apparently, for some time the FAA, due to insufficient funding, has been relying on plane manufacturers to self-police. And which political faction in the US takes every opportunity to starve federal agencies of funding? Which political faction hates government? Which political faction hates regulations? This is pretty much the same with all regulated industry. Drug industry needs to validate a product and its manufacture. They do all the tests and send the paperwork to the FDA. They get samples of first three lots. I believe they inspect the facility.
Path tox work is all done by the manufacturer. The hospital studies are outside but are paid for by the company.

The bodies I mentioned are chiefly concerned about how and where the drugs are used. I think for validation they pretty much rely on the relevant organisations in Europe and the US.

This is the airplane topic. I was simply outlining that federal agencies do not do major testing, labwork etc. They scrutinize documents created by industry and look for things that do not add up. Anything can start the suspicion that material was deleted, redone too many times etc. They can chases any loose ends and demand more documents.

Regulatory authorities, especially if underfunded, tend to be captured by the very industry they are supposed to regulate. It doesn't even need overt corruption...
