It's not a quibble. You mischaracterized what he said - well, the article you cited mischaracterized it. He certainly did not suggest that one should be racist and proud of it, wearing it with a badge of honor. I didn't even look into the Mussolini claim at all. It's probably more bullshit, like when Pat Buchanan got skewered for calling Hitler a great man, which he was - in the same vein that Caesar (who killed millions), and such other historical figures are "great." Not "good." Not "moral." BUt, of course, nobody can let someone speak for himself. Have to spin it.
So, now, I'll go and see what Bannon said about Mussolini. "He was clearly loved by women. He was a guy’s guy. He has all that virility," Bannon said. "He also had amazing fashion sense, right, that whole thing with the uniforms. I’m fascinated by Mussolini." He noted that fascism is term used to smear populism, which he says are not even related. He fancies himself a populist, not a fascist.
So, big deal? Of course not. So he's fascinated by Mussolini. Good, maybe he knows something about the dictator, and isn't just bleating like a sheep about it, like most of his critics. I'm fascinated by Hitler and Nazi Germany - I've read widely about it. I'm currently fascinated by North Korea, and I'm voraciously reading and watching everything I can about the Kim family, and the system there. I find it fascinating.

So, the Cut paints Bannon's comments about virility, and fashion, and Bannon's statement that he was "fascinated" by Mussolini to pretend that what Bannon said was that he liked fascism and Mussolini's crackdown on political dissent, etc. Yeah....sure....that's fair..... riiiiiighhhhht....
