Goering was spectacularly dumb from all accounts.

Mostly they were bullies with an ability to see in Hitler a chance to gain power. In some ways he was what they wanted him to be - a hollow shell offering to act the part. For example Goering once said:

“If the Catholic Christian is convinced that the Pope in infallible in all religious and ethical matters, so we National Socialists declare with the same ardent conviction that for us too the Führer is absolutely infallible in all political and other matters. It is a blessing for Germany that in Hitler the rare union has taken place between the most acute logical thinker and truly profound philosopher and the iron man of action, tenacious to the limit.”

Who carried out all the well documented science advances? You are obsessed with the top tier, that is a character flaw, but you forgiven. The fact the entire system functioned through to 1945 despite immense logistical hurdles show people of high smarts were involved. The myth of the idiot Nazi is great cover but these were smart people in supporting roles, critical supporting roles. As is now, no one is thinking about the generals, oil men and so forth supporting the 'club mascot' Trump wrecking climate change progress in the process.

I'm not obsessed with anything. In your muddled way you are, I think, trying to say that there were clever people who worked in the Nazi structure and for the German State at the time. Well of course there were. Germany was one of the most technically and technologically advanced nations on the planet, with high skill levels in science, engineering and manufacturing. The Nazis would naturally have taken advantage of those strengths.

The leaders were however often dolts. Goering had a habit of rejecting innovation which involved science that he did not understand for example.
