Making pedestrian malls is a great idea...as long as a) it's not more than a couple of blocks long, which is how far most people are going to walk from their cars to get to a store; or b) they build an enclosed, free transportation shuttle service like Denver did, so that people can ride in comfort with their bundles and packages to where their cars are parked.
So, I doubt it'll be "car free" at all, I suspect there will be shuttles and/or taxis because the public will demand them, particularly in the winter...shortly after they've unelected the current crop of Socialist nitwits and elected another group.
But bike paths are still useless wastes of space because they serve only the tiniest fraction of the shopping public.
