They do that every year but the one after an election is especially important because this is a test whether the new government can muster support in the parliament for their plans.

Constitutionally speaking (if the UK can even be said to have a constitution, but that's another mather) Her Majesty's Most Gracious Speech is an address to parliament which outlines the government's priorities and legislative program for the coming term. As it's prepared and written by ministers it can be as vague or as detailed as they want but, importantly, the giving of the speech officially opens a parliamentary term, and the speech must be debated in the Commons and voted on by the House - a means by which parliament recognises the government's legitimacy and authority. Even though the speech debates are often... erm... robust, the vote is usually a formality.
