A Wisconsin man who planned to use a “shoe camera” to capture footage under women’s skirts was injured when the camera battery exploded, the Madison Police Department said.

And it's a fucking felony in Wisconsin.

"In 2015, the Wisconsin State Assembly voted to make upskirting a felony."

According to Koval, the man wanted to turn himself into police after he opened up to a clergyman about the incident. The clergyman, also unidentified, told the man to go to authorities and accompanied him to the police station.

You need to get it in proportion to other offences. Grabbing some stranger's ass or tits is worse. So is having a pervy rub against someone on the subway. So is rape, so is sexual assault. So, I think, is putting someone's sexy pics on the web without their consent. So is sucking off an altar boy, etc. etc.

It's not nice, it's deserving of a charge, but it's nowhere near the worst, in a long list of sexual offences.
My objection is that we already have a law, outraging public decency.
If you drop the threshold, you invite false convictions.
Someone like the toe camera guy IS outraging public decency, and that's good enough.
