It seems that the US military has its own criminal justice system with its own police, courts and prisons. Why is an issue such as domestic violence not dealt with by the normal police, court system, etc, but a separate system for military personnel?

Well, the uncool part includes a warning. Those carrying the gun to wal Mart, where I don’t go, are saying they communicate with the gun. So these people are not interested in resolving a conflict by other means. I now avoid all of them. If I see pick ups parked where I bird, I don’t go there. I know the cars and a few trucks of all local birders.

The gunman who killed 26 churchgoers in Texas escaped a mental health clinic in 2012, according to a police report.
El Paso officers who detained Devin Kelley five years ago were told he was "a danger to himself and others".
Kelley had been sent to the hospital after he was court-martialled for assaulting his ex-wife and stepson during a stint in the US Air Force.
He was "attempting to carry out death threats" against "his military chain of command", the report states.
Officials say the assault charge should have legally barred him from owning guns.

Probably for those currently serving. They may be with family abroad and you would need to bring them home for trial. The drunken soldiers in Japan are punished there.
