She's setting him up to fail. At the first gaff he'll be out and that'll put any linger hopes that he'll make PM on the back burner while she's in charge. If he tows the line then he'll just be her puppet, and again his lingering hopes will be truncated. The last thing she needs is Boris sniping at the government from the backbenches and via the convenience of his weekly Telegraph column - from which he takes £500,000 a year btw. He'll have to drop the column now as well.
