Bikes will never represent more than the tiniest fraction of highway users, ever. The only reason Copenhagen has such a high proportion of bicyclists is because it's a historic anomaly.

Any metropolitan area in any area where it gets below 70f or above 75f seasonally is never going to move a substantial portion of its residents by bicycle because most people don't want to either freeze their assess of or collapse from heat stroke during inclement weather, so they have to have OTHER forms of transportation suited to long distance travel in inclement weather, which makes bicycles nothing more than what they have always been: recreational toys.

So, roping off expensive and already overloaded public streets and highways and spending money on bike paths that should be used improving useful transportation infrastructure is just so much political pork-barreling that creates a detriment to the essential purpose of getting people from point A to point B for the benefit of commerce.
