You're right there. I think XC should have said something like "A pardon implies to the unwashed masses that he was incorrectly found guilty..." and I suspect that is exactly what he meant.

I don't think it implies any such thing. It's simply an exoneration. For whatever reason.

Thinking more on this, there are probably good reasons to apologise for a law, in some cases. I'm thinking particularly of the Stolen Generation in Australia. I'm not sure how many were affected by this homosexual law. But if it was significant, then an apology would be warranted like in the case of the Stolen Generation.
