The City is a pretty unique feature of the UK economy, of the economy but not necessarily in the economy. It's more akin to an independent nation state, granted municipal 'Chartered' status in law (freedom to govern itself - to an extent), and even having things like its own police force and police commissioner, civil infrastructure, etc. Many would say that it's a law unto itself, and while any effect the vote might have on Stirling will certainly impact on the profits of some institutions The City has immunised itself well against calamity by ensuring the British taxpayer is locked in to underwriting it's risks.

A good % of my company are EU citizens and they have all been given voting, cards as have their EU flat mates. Technical its illegal and you could be hung for spying if you vote but I can't see that being enforced at the local infants school
