A Southwest Airlines flight with passengers onboard was struck by gunfire as it was preparing to take off at Dallas Love Field Airport in Texas, authorities said.

Flight 2494 was preparing for departure to Indianapolis when "a bullet apparently struck the right side of the aircraft under the flight deck", a Southwest spokesperson told the BBC's US partner, CBS News.

No injuries were reported, and the aircraft returned to its gate and passengers deplaned, according to an airport spokesperson.

In addition to ceding the $225 million, Texas has not spent $505 million of the $820 million — 62 percent — that it got for mitigation projects nearly eight years ago after Hurricane Harvey killed 89 people and caused $160 billion in damage, records show. The funds remain available.

The unspent money highlights a central flaw in the nation’s approach to protecting against climate change: The federal government gives states and communities both money and responsibility for disaster protection. Yet states and communities often lack the personnel and expertise to spend it fully.

Starting on Thursday, Texas will implement Senate Bill 8 — also known as the Texas Women’s Privacy Act, or more commonly known as a “bathroom bill” — aimed at restricting transgender people’s access to certain restrooms in the state.

Republicans in Texas worked for more than a decade to pass a bathroom bill like SB 8. The new law applies sex-based restrictions on those restrooms and changing rooms in public buildings, schools and universities. It also implements restrictions in prison housing, as well as family violence shelters.

Supporters of the law say it will create more secure private spaces, but opponents worry the law’s unclear guidance on how to enforce SB 8 will cause oversurveillance and public harassment.
