Depends on the dam, but not really when it comes to a standard thin-wall arch dam. A few hundred pounds of explosives properly placed at the base of the apex of the dam, on the water side, will do it. Driving a semi or even a lorry like the Nice one filled with ANFO over the guard rail into the water would work.

That's what the spinning barrel bombs of the British "Dambuster" bombers were intended to do. They were spun-up prior to being released at low altitude over the water, where they skipped over the surface until they hit the wall of the dam, then they sunk close to the dam wall and were triggered by a pressure switch. The water acts as a lens to focus the energy outward against the concrete. Create enough cracks and weakness and the water does the rest.

There was a TV show some time ago, Mythbusters perhaps, that tried to replicate the barrel-skipping bombing. They were ultimately successful in terms of skipping and accuracy.

That's one of the reasons that large trucks are prohibited on the top of Hoover Dam near Las Vegas. Also on the Cherry Creek dam in Denver, which is a trapezoidal earthen dam. Blow a big enough crater in the top edge to allow the water to begin escaping and it's all over.

In any case, it's not an arch wall. It's one of these:

Slightly more problematic, but not much. All you need to make a bomb big enough to breach that dam is ammonium nitrate, fuel oil, a couple of sticks of dynamite or some det cord and a detonator. The problem is getting the explosives to the proper location, which is why most dams are well secured and you can't get a truckload of anything close enough to them to harm them. A mini-sub filled with ANFO might work if you could get it in the water unnoticed. Snuggle it up against the floodgates and BAM, dam rupture.
