The quote is available on youtube. It sounds like a joke, and it it's not literally "urging Russia to hack Mrs. Clinton's emails..." You can listen to the speech, and Trump talks about the alleged hacking. He asks "what do I have to do with Putin - I don't know him - I've never spoken to him - I don't know anything about him, other than that he will respect me. He doesn't respect our President. And, if it is Russia - which it's probably not - nobody knows who it is -- but if it is Russia, it's really bad for a different reason - because it shows how little respect they have for our country, that they would hack into a major party and get everything... but it would be interesting to see, and I will tell you this...Russia, if you're listening, I hope you're able to find the 30,000 emails that are missing - [sarcastically) I think you'll probably be rewarded mightily by our press...let's see if that happens..." He obviously does not think that the press would reward anyone for finding the 30,000 emails - he is suggesting nobody cares about the deleted emails, and he's saying that if it's Russia, they ought to be able to find the 30,000 deleted emails, since they had been hacking Clinton's email servers. Surely, anyone listening to that can see that his expression of "If it's Russia" and "I hope they find the 30,000 missing emails..." is a humorous reference to both the rather unproven claim that "Russia hacked me" and the odd deletion of 30,000 emails such that nobody could review them, even though they were subpoenaed....

But the Justice Department investigation is still unfolding. If it were to come to light that Russian officials did consult Trump campaign officials about the timing or tactics of the release of the stolen emails, that could raise the possibility of conspiracy charges under Section 1030 of Title 18, which bars unauthorized computer intrusions, specialists said.

Indeed, if Russian officials conspired with Trump personnel about the "timing and tactics" of releasing emails which were known to be stolen, then that could raise the possibility of conspiracy charges. But, of course, nobody knows if the Russians did any hacking, and nobody knows for sure the emails were stolen (as opposed to released by a whistleblower), and nobody has any evidence that any Trump personnel actually talked to any Russians about the timing and tactics of releasing emails, or about the emails at all. So, this is about as speculative as you can get.

Well, sure, but in Nixon's case the burglars were caught and arrested and prosecuted for burglary. The burglary was then connected up through the chain of command, right to the white house.
