Correct. Only human beings have the physical power to stop people from breaking laws. That's a simple fact of physics you ought to try to comprehend. Laws have exactly zero power over anyone who eschews voluntary compliance. That should be obvious. The only way society can control those who eschew voluntary compliance with laws is to utilize physical force to either compel compliance, prevent noncompliance or punish violations. That's why we have police, judges and prisons.
