There is already a law on the books, the Born-Alive Infants Protection Act of 2002 that easily passed through the US Congress. The bill that just failed to make it through the US Senate, and similar bills, are nothing but cynical publicity stunts by zealots who are trying to make abortion illegal again.
It appears that, as usual, you've got your material from heavily biased right-wing sources. The American College of of Obstetricians and Gynecologists opposes these bills, not because they're a 'left fringe' organization, but because the bills are an attempt to stigmatize medical care for women, and are essentially nothing but inflammatory rhetoric in the form of legislation.

You might think I agree with the Reps on this - I don't.
Should Planned Parenthood be defunded? Yup.
Should states choose their abortion law instead of feds? Yup.
Should women be allowed to have abortions at will? Yup. No restrictions.
So it isn't as simple as 'pro or con', but if the Republicans can force the issue to be 'yes or no', then crowd the Dems into their most 'fringe position' on this, they win the popularity contest.
