This is a fair question, and maybe important.

It's because I like how she made this (overblown, staged) point.

She couldn't have made it were it not for the fact that free speech is hindered in this way, in these locations.

Merkel ist not a Prime Minister. There is no German Prime Minister. This title is reserved for the heads of 13 of the federal states. Merkel is the Chancellor.

Her statement is the interview is linked to some federal states that are ruled by Merkel's Christian Democrats party trying to introduce new police laws that are giving new privileges to police forces. That her statement was just rhetorics is proven by the fact that any following questions to name such areas were unanswered.
