It's possible. I would have thought the Chechens would use it on Russians in Russia though. That's been their pattern so far.
I wouldn't put anything past the Ukrainian government or it's underworld. But they might be wary of the damage that being exposed might do. I think Putin's government is highly unlikely to be responsible. It would be just too stupid, and he's anything but that.
But ISIS wouldn't care about the consequences, and they have the motive and the opportunity. Still the strongest candidates to me.
But that's just guesswork. I wouldn't like to give odds on it.

I have my doubts if we will be given the truth by our government though. They will tell you whatever suits their purposes.
If they say it's "probably" down to Putin, then it almost certainly wasn't. If they say it was DEFINITELY someone, then they might be telling the truth.

They got their hands on Sarin in Syria, and Russia has bombed the shit out of them and virtually killed them off as a "state". They would hope and expect that this would get blamed on the Russians.

Yes you did miss something. And that is the likelihood that some of the chemical attacks in Syria were done by ISIS, trying to get the blame put on Assad.

Yes you did miss something. And that is the likelihood that some of the chemical attacks in Syria were done by ISIS, trying to get the blame put on Assad.

I'm aware of the claims that they used chemical attacks in Syria, and consider it likely that they did carry out such attacks. I'm not aware of them denying using chemical attacks, and in fact they appear to have willingly claimed to have used them.

The national security minister has warned of possible chemical attacks by Daesh in the UK. However, they haven't claimed that they were responsible for this incident. Again, given their propensity for publicly taking credit for terrorist attacks against Europe, their silence here indicates to me that your theory is incorrect. Even if they were now to claim they were behind this incident, I would be suspicious that they were merely taking false credit in an opportunistic manner.

Latest development is that about 200 police, secret service, and military have been pulled in to search the homes of Skripal & his daughter.

There can only be 2 explanations for this:

1) It's a deliberate beat-up for extra publicity; to keep it a hot item in international news, to try to damage Putin's popularity, and vilify Russia for propaganda, to make it easier to impose more sanctions and pave the way for armed conflict.

2) Just as likely: The police now suspect a dual suicide pact by Skripal & daughter. That is; the poison material was kept at their house for when they wanted to carry out their suicide. That's why the investigators entered the house with hazmat suits.
