Quite possibly it was intended to help push the government to go ahead with the referendum that it's been dithering about for several years.

As for the suggestion that this would push Fry over the edge to suicide, I think rather the opposite. It seems just the sort of thing to energize him even if he were convicted, which is extremely unlikely.
