We still police by consent here, not by force. This is an important concept for a civilised nation. In fact, Chief police officers are among the most vocal opponents of loose-lipped political calls to paramilitarise the police and we're still happy to call it a police service. Not that a British Bobby won't use a tazer, pepper spray, or the US-style night stick which has replaced the truncheon on you if you give 'em stick. And the old-fashioned 'honest coppering' (a good shoeing) is still deployed here and there - though not so often at the top of the stairs at the cop shop as it used to be: "At this juncture m'lud, the defendant tripped and fell out of his sandals."

This is it in a nutshell, Policing by consent (of the people) rather than being the military wing of the government helps a lot. There are still problems with this as Brain alluded to but on the whole it make for a better co-operation with the police and the populence.
