When there's plenty of homophobia in the country, I would say it makes sense to keep gay propaganda off the air waves.
You hit people over the heads with gay blunt instruments, and they will tend to rebel, while the attitudes are still hard.
The Chinese governments are not keen to have people reacting against their main social control tools.
If there was an appetite for gay issues in the country, they would probably not worry too much about it being aired in public.
While there is a market for shit, there will be assholes to supply it.

Not gay rights, but the campaign for gay rights. I'm happy enough to see prejudice dwindle, but don't give a toss about fighting for it.
