The more I think about it, the more I like the idea of an app that tracks the bracelets of EVERY criminal on parole in your area that IMMEDIATELY notifies EVERYONE in the community that there is an absconder on the loose. Why should just the parole officer be notified? They are often too busy to even bother to check on an absconder for days, weeks, months or years.
If the crook's photo and vitals popped up on everbody's phone, like an Amber Alert, as soon as he leaves the perimeter or fails to check in, then the community can be on the lookout for him and can detain him if they find him.

I sure hope the mayor and citizens of that place make a class appeal to that decision, the guy is to be given his freedom, not imposed on others by way of judicial fiat.
He should be free to impose himself to whatever location he wishes, and live with it... as it is, it's like the town is made responsible for him, and I don't wish that guy to be lynched.

The cause of action I think they have is the law itself, which forbids him to live within X distance of where kids gather or schools. Many of these laws have been written deliberately in order to make it impossible for a sex offender to live ANYWHERE in a city, by tailoring the distance to the layout of the city itself and it's school system.
There are cities where there are literally a few square blocks in some remote industrial area that are outside the statutory boundary where ALL sex offenders in that city must live, because they can live nowhere else. They aren't allowed to leave the city and live in the country either due to parole restrictions. And most of the legal areas are not residential, and therefore the sex offenders are living in cardboard boxes and camps.
In this case, a larger city is foisting the sex offender off on a small community that doesn't have the necessary barriers to sex offender residence because other cities have made such laws to keep sex offenders out.
To me, THAT is unconstitutional. What this town needs to do is create a one-room "school" right smack dab in the middle of town and tell the judge to shove it.
There is zero evidence that keeping released sex offenders away from kids in this manner even works. Unless the sex offender is physically locked up so he cannot move about, he can always go to where the kids are.
That's what the ankle bracelet is for. If he's got an ankle bracelet, then he should be able to live anywhere at all, if the system of monitoring the signal to make sure he's where he's supposed to be is working, which isn't the case most of the time.
That's why I like the app idea that notifies everyone in the vicinity that a sex offender is around so that THEY can take precautions.
Otherwise the nation needs to fence in a large area in some remote area and put every sex offender in the nation there.
Edit: They should also be RFID chipped internally...the modern equivalent of the Scarlet Letter.
