The reason for the figures quoted is simple: the people who don't cause a lot of emissions live in poorly developed countries, which also happen to have low levels of urbanization. Cutting CO2 emissions by 60% in the next 40 years should be easy for Europe, though. The natural result of rising fossil fuel prices will be higher efficiency, which will reduce consumption as the fossil fuels run out. Granted they'd have to limit immigration to prevent population growth from making up the difference.

Many more streets have been transformed into pedestrian malls in NYC in recent years. As a pedestrian, I'm a huge fan. And I'm told that the malls have actually done quite a bit to reduce traffic congestion throughout Manhattan-- through some traffic-planning hoobie-joobie that I admit I don't fully understand.Gawdzilla wrote:Turn the streets into pedestrian malls. Hell, I don't even have a driver's license anymore. I haven't driven regularly since I moved to Boston in 1993. In Boston and NYC, a car is more a hindrance than a help.
