The U.S. withdrew its nuclear weapons from South Korea in 1991.
Kim was replying to a question by Grand National Party Rep. Lee Jong-heuk in a session of the National Assembly's ad hoc committee on budget and fiscal matters, who asked if the government has plans to consider re-deployment of the weapons.
But a Defense Ministry spokesman later sought to limit the damage, saying Kim meant that Seoul "in principle could take all possible responses to nuclear threats from the North into consideration. We've not yet considered deploying U.S. tactical nuclear weapons, nor has there been any detailed discussion between Korea and the U.S."
The U.S. removed all tactical nuclear weapons deployed overseas to the mainland under a new military strategy, and many were scrapped. Even if they are deployed again in here, it would be in waters near the Korean Peninsula in the form of nuclear-tipped Tomahawk cruise missiles carried by nuclear-powered submarines or Aegis ships, a military source said.

This is a problematic situation. There must be a retaliation - but, what?
This can't go unanswered, because it is a military attack on S. Korean soil and people are dead. To sit back and take it is unthinkable.
One - I would say that the North's action has to be taken before the UN Security Council immediately, and there needs to be vote on condemnation of the action, and a pledge that the UN will defend South Korea against any attack.
Two - I think the South needs to blockade the north completely, and what little trade the north does should be completely stopped.
The North can then rectify the situation by apologizing and paying compensation to the victims' families and to the South Korean government.

What will be done will be impotent and will not in the least suggest to the north that they are outside their bounds in doing what they did.
There will be a political solution that will settle things down, but will make long term solving of the problem more difficult.
Without putting Jong Il in his place here, the goal posts will just be moved that much closer to Seoul.
What would be enough to warrant a response stronger than a "strongly worded letter" from the UN? I mean - do we wait until they blow the damns and send 1,000,000 men across the border?
