Before the Nazis took complete control, certainly yes. But after that, people didn't have too much real say in the matter, and voting "Ja" in elections or plebiscites mainly became an exercise in keeping yourself out of trouble. I'm not sure where you're getting that figure from. The highest I can find on Wiki is 26.5% in 1930 and no figure for 1933.
