No. The law controls threatening behavior that does not necessarily cause physical injury, but the victim is always a person or persons, not "the state."

What an absurd exaggeration of my position. I clearly said that government interference is to be scrutinised and kept to a minimum. Your minimum and mine might differ, but in the end it's about society finding a balance that works, not an ideologically based minority stance.
