It sure looks that way. They probably need to obtain the ticket for if they're inspected.

I fully support this. It's the opposite I think is bullshit.

What I've found with a few discussions I've had lately is this self-satisfaction that people express with their proffessed open mindedness. I don't really get the 'this amounts to double taxation' POV. They are basically charging for the right to use a public space for income generation, not taxing the income itself. All public vendors require a permit in Germany (or did when I was there), so it seems fair enough. Also 6E really isn't very much a night...
