In realty it ammounts to wilful ignorance and intellectual cowardice as they are choosing to not form any sort of opinion on a particular topic. I don't really get the 'this amounts to double taxation' POV. They are basically charging for the right to use a public space for income generation, not taxing the income itself. All public vendors require a permit in Germany (or did when I was there), so it seems fair enough. Also 6E really isn't very much a night...
