Did you neglect to read the words "did have privacy settings on" in your own quote? I bolded them for you so you could find them.

Having settings that allow your friends to read your pages doesn't constitute making them "public", any more than calling your friends on the telephone does - and that continues to be true even if your friend's mother looks over your friend's shoulder or listens in on another line.

The school found out by asking her to log on to her facebook and show it to them. They then refused to comment citing student confidentiality. If it's confidential, it's obviously not public by any reasonable person's definition.

The school is, however, doing a good job of teaching the lesson never to talk to authorities voluntarily.

How did the school know about it in the first place? It's not fucking private if people who you never intended to know about it find out about it. If it's not private, it's obviously public. As i said, it's not rocket science.

Huh?!? She didn't approach them (I presume), they approached her. The talk was not voluntary. Showing the page to them was, though.
