We've been discussing, and cussing, this over at JREF. The way I see the events is this:
A USAF investigator is looking into UFO reports. Mr. Redacted tells the USAF investigator about three crashed saucers. The investigator files a report and that's it. He does nothing else. I speculate that he doesn't nothing because he doesn't find Mr. Redacted's story at all believable.
Then, a few years later, the President or Congress or J. Edgar Hoover wants to see if UFO pose a security threat. (This actually happened, but I'm vague on the dates and Peebles' book in the other room, too far to walk for this.) So some young buck or doe in the FBI is assigned to go through all official reports on UFOs and write one page summaries of each for a senior agent or agents to review. He or she produces the document in question. So, the information is Redacted to USAF to FBI, third hand at this point, and, despite the amazing news of an invasion from outer space, is not considered worth a second look.
