It seems incredibly stupid to refuse them on any grounds other than competence.

After all, the UK loses doctors to Australia the USA and the like, and here is a chance to balance the account.

There doesn't seem to be any room for applying common sense in the home office. It's rules-is-rules.
In a way, that's what happens when you have a blame-oriented organisation. If civil servants see their fellows getting jumped on for any little thing, they end up with a cover-my-own-back mentality, and just apply the rules to the letter, and let someone else sort it out.

If you back up and defend the people working for you, they will have the confidence to make decisions based on their judgement, rather than slavishly following the written rules.
While there is a market for shit, there will be assholes to supply it.

I would think that if they would complete this Brexit thing, then the limits on the nubmer of visas issued to "non-EU doctors" would go away.... they'd probably do just fine.
