The cause was a bunch of lazy, retarded democrat state workers at the water plant. Probably black affirmative action hires too. They had one job, test the waters pH level and add chemicals to balance it.

I should have said normal water treatment plants, which filter water and treat it with chlorine.

It would be possible to design a treatment plant to remove dissolved lead, at great expense...

The pH is left alone, if in the allowed range. But you have to know what pipes are in your system:

But yes, pH and lead pipes are the factors. Once the lead is dissolved, it is not easily precipitated and removed.

The lead didnt come from the river water. The lead came from the lead pipes because the water treatment people did not adjust the pH like they're supposed to. If the pH was properly balanced then there would have been no issues.
