Yes, I'd agree that it is a very good thing that this idiot of a cop didn't have a gun, but neither should he have had a badge. Nor should he have been allowed to detain anyone for any reason if for no other reason that his own personal safety.
Not noticing that there was no steering wheel on that side constitutes gross negligence on his part, and he should be fired.
But that speaks more to the quality of the police down there than it says anything at all about guns. Around here, if he'd gotten shot, we'd have called him "too stupid to live" and nominated him for the Darwin Awards.
