Don't believe they should all be sent back. The ones who pass a test for moderation should be allowed to stay. I prefer the 'bacon sandwich' test myself rather than the dubious Englishness one. If they can down a 'bacon sandwich' they can stay. Simple, easy and there is no cruelty involved.
What will the world be like after its ruler is removed?
