It's called a mod wheel. Mod for modulation. They're not always wheels either. Sometimes referred to as a control interface device, they're a thing that sends midi control messages, which you can assign to some part of a synths parameters to control its sound or behaviour - like pitch bend.

They are making fun, near the end, of maybe 50% of Finnish metal groups. They have exactly that keyboard guitar fast back and forth interaction.
