My heart goes out to those... I make it a duty to vote, but I'd swear I've not cast a significant vote since at least 2002... when I don't vote for people I just KNOW will lose, but do so anyway, I cast null ballots.

Possible on local level. They are all such small fish they would end up sucking the same dick daily. So the mayor just takes his cut and plays golf instead.
It will get more popular to run as one or the other and then move on to independent.

The perils of democracy have been proclaimed since Plato's time Forty Two, but unless you find a way to bring back the Articles of Confederation, I don't see how our system is conducive to limited government. American's have no idea what democracy is. Their constitution was not designed for it. It was for a divided community. An adversarial system where the strongest won.
